Citizen Charter

Local Government Department, an important department under the Ministry of Local Government, Rural Development and Cooperatives of the People's Republic of Bangladesh.The mission of the department is to strengthen the local government system and improve the lives of the people by implementing socio-economic and infrastructural development activities.


Functions of the Upazila Council:
Schedule II [Note 28]

 

1. To prepare five-year and various term development plans.

2. To implement the programs of various government departments handed over to the Council and to oversee   and coordinate the activities of those offices.

3. Construction, repair and maintenance of inter-union connecting roads.

4. To ensure optimal utilization of ground water resources, the Upazila Council adopts and executes irrigation projects as per the directive of the government.

5. Ensure public health, nutrition and family planning services.

6. Improve the sanitation and sanitation system and provide safe drinking water supply.

7. (A) To provide encouragement and support for the promotion of education at the upazila level.
    (B) To oversee the activities of the concerned institutions and to assist them in the improvement of secondary education and madrasa education programs.

8. To undertake activities aimed at establishing and developing cottage industries and small industries.

9. Supporting and coordinating the work of cooperatives and non-governmental NGOs.

10. Supporting and implementing women, children, social welfare and youth, sports and cultural activities.

11. To take and implement activities for the development of agriculture, livestock, fisheries and forest resources.

12. Review the activities of the police department including the development of law and order situation in the upazila and regularly report to the higher authorities.

13. Provide necessary assistance to the Government to take up programs, implement them, and implement government programs in their own initiative to create self-employment and alleviate poverty.

14. Coordinating and examining the Union Council's development activities and providing necessary support.

15. To take public and other preventive measures against crime against women and children.

16. To take other preventive measures, including public opinion against the crimes of terrorism, theft, robbery, smuggling, drug use etc.

17. To undertake other activities including social forestry for the conservation and development of the environment.

18. Other functions as may be prescribed by the Government from time to time.
